MOSCOW, July 1 (RIA Novosti) - The Kremlin talks between Vladimir Putin and Hu Jintao ended with a joint declaration between Russia and China on the world order in the 21st century.
The document, in particular, said: "The world is living through historic changes today. The establishment of a new world order promises to be a long and complicated process."
The document also said that each nation should address its internal affairs independently, and international affairs through dialogue and consultations based on multilateral collective approaches. The international community should also abandon confrontational and blocking strategies, an aspiration for monopoly and domination in international affairs, and give up attempts to divide countries into the leaders and the led.
The document said that Russia and China saw reform of the United Nations as a way "to consolidate its central role in international affairs, to make it more effective, and to increase its ability to respond to new threats and challenges. (end excerpt)
Back in the days of my "Cold War" miliary service I remember our focus wasn't internatonal, but bi-national. That being Russia and China - the Bear and the Dragon.
Since the 'fall' of the Soviet Union many think that the Bear has gone into hybernation, never to wake. We celebrated the fall of communism and the taking down of the Berlin Wall and moved on to other areas of concern.
Yet I remember talking with my Dad - a miliary guy - years ago and we both agreed, that Russia hadn't gone to sleep - just into a state of suspended animation, "Until a more advantageous time". We also agreed - and that has proved to be true - that democracy would never work in Russian, they just don't have it in their blood.
When Ladimir Putin became president of Russia, I became even more convinced that the bear would now begin to awaken. "Signs" began to appear in the news that even further reinforced my beliefs.
I mentioned in this post about Bill Gertz's article - "Chinese Dragon Awakes" in the Washington Times about China's unnoticed miliary buildup.
His article tells us that military analysis are getting real concerned that this buildup is a prelude to an invasion of Taiwan. The US has vowed to defend a Chinese attack.
Back on 30 April 2001, Mr. Gertz wrote that, " The Russians have been practicing nuclear intervention against the U.S. troops on Taiwan in a mock nuclear conflict between China and the United States over Taiwan. During these strategic exercises they included Russian preparations to use nuclear weapons on U.S. forces in Asia."
No doubt September 11th, 2001 changed our focus to global terrorism and off of 'traditional threats', so this story sort of went to the wayside.
Until now...
For this agreement brings up another cause for alarm. Could Russia help China take Taiwan? For what reason would Russia do that?
Exactly for the reasons this agreement stipulates:

What "reform" of the US?
It's simple, Russian resents the "only real world superpower" label that is placed on the US as does China. It's the "By myself I am not strong enough, but if by two - we can overcome." While China has enormous manpower on the ground their air/ground and sea forces are no match for the US. Yet China's buildup isn't an illusion - the Dragon is preparing for something, and it isn't a parade. If Russia would help them in the interest of "new world order
Our analysis do well to keep a suspicious eye on everything these two nations are planning and let's not delude ourselves that they simply want to become "just like us". It may very well be that they simple want to "minimize" us.
